People are chasing birds and also noise is 120 db. help?

Can some group help? I know a place where birds are being chased inflight midair with 120db machines and also terrorized by noise steady noise from 7am to 7pm 7 days a week. Its a 35 acre grounds with also a wooded area within the city limits. Do animal groups do anything for noise and harrasment of wild birds?This is not a business doing this. Its a hobby club with experimental machines.
